I only ever bought them except from sellers on eBay with the cards "in-hand", not much sense in leaving them in a bank IMO.
The few I have are very nice, a couple Joe Montanas, and some WWE like the Rock, but this one is down right goofy with all those extra images.

These are real cards. They are held in a vault at Topps until you request delivery. In the meantime, you are welcome to buy/sell them through ebay and Topps would keep track of who owns it (like stock). Some people chose to get them delivered so they could have them "in hand" for sales. In person, they are usually very stunning looking cards (imagine the nicest Chrome card you've seen, and add another layer of shine to it). This example, however, design-wise is just terrible.

Was this the card on CD-Rom concept, or was that something different? Seems like the manufacturers trying to embrace technology in the early 90s, and I think it led to some awful concepts I had a JD Drew mini-CD, and because my computer at the time had a vertical disc drive, I could never see what was on it..

I'm going to reevaluate how I collect after the new year. It's just getting way too expensive for the new stuff. Sometimes I just want to buy a pack, not a whole box or even blaster.

The mini CD was Upper Deck Power Deck. The eTopps cards were just initially purchased through Topps online (hence the "e" - like e-mail). And they are actual cards. Thick, but cards.
