What type of pack is this?

I have procured two boxes of 1988 Topps with 24 packs within each box. The packs have 37 cards and are priced at $0.99 each. Being as they aren't rack or 100ct jumbo packs I'm a bit stumped. I don't remember seeing these before. I checked packaging for 87 - 89 Topps as well as baseballcardpedia to no avail.

I'm spending my Sunday afternoon updating my unopened section of the collection. Can't believe I have been able to resist the urge to open a few of these...

Yes, cello packs for 1988 usually have 28 cards
