The "non-winner" gold cards were in packs, whereas according to baseballcardpedia:
"Each pack of 1992 Topps baseball card featured a "Match-the-Stats" game cards. For $2.00 and every 100 "Runs" saved in this game, the consumer could receive through a mail-in offer ten Topps Gold cards. Unfortunately, the game was compromised, and in response Topps printed the word "Winner" in gold foil on the card front.
The Gold winner promotion was very popular and the cards are in noticeably larger supply than the basic Gold parallels."
