For many years, sets were done for team by local law enforcement agencies to promote safety. These should not be confused with postcards, photocards, photos, and other sets done by the team IMHO.

Printed Guides are very good at differentiating the two. Making reference to one of these is useful when adding to this database. Of course, unlike this database, the printed guides do not list every Milwaukee area law enforcement agency that had its name as a sponsor on Brewers sets.

Police sets are frustrating to me as there is no rhyme nor reason to them in hockey section ..... I gave up working on them for that reason

From what I've seen of the various sports the Police sets are usually what I call standard "tall boy" size, hardly ever Numbered and usually have some kind of safety message on them somewhere.
Team Issued tend to be whatever size the team wants them to be. Sometimes they are standard 2.5 x3.5 other times 3x5 postcard sometimes even larger more into the Photograph 8x10 sizes.

The problem I had/have was the P.L.A.Y in the name. My reference guides would use play but the site does not. Or various other issues. So yes I stopped as there was no confirmed/agreed way to do it.

P.L.A.Y. is the Canadian version of D.A.R.E. in the United States. Both are a law enforcement education program for kids. Usually, during the PLAY/DARE classes local team cards are given out to the kids. One of the rewards for completing the class. So, P.L.A.Y. and D.A.R.E. are both police sets.
Also, to summarize what Dave is saying, "all police sets are Team Issues, but not all Team Issues are police sets."

Someday my cards may double in value and then be worth half of what I paid for them.

Actually, no.
Police sets are NOT team issues.

I also gave up. Granted, I never started, but I give up.

I'm going to reevaluate how I collect after the new year. It's just getting way too expensive for the new stuff. Sometimes I just want to buy a pack, not a whole box or even blaster.
