I think the idea of Ships of the Navy could be expanded on, either in one big set, or one for each branch, but I would love to see Vehicles of the Military. Obviously the set(s) would be ships, tanks, aircraft, and anything else the military uses to get around in or on.

I would love a WWE HOF set that included everyone. And not just as an insert in the regular WWE issue. A full set, with insert sets that were also just the HOFers
allen & Ginter comes up with so many unusual insert sets every year. I would like to see one of game show hosts. Some of the other ideas mentioned already could make for a good A&G insert set.
There have been sets of presidents. How about a set of Vice Presidents?
Depending on how this whole issue of paying college football players goes, I would like more in-depth college sets. With actual uniforms and logos. Something that is actually about college football, as opposed to just trying to get the first cards out there of potential NFL draft picks.

I'm going to reevaluate how I collect after the new year. It's just getting way too expensive for the new stuff. Sometimes I just want to buy a pack, not a whole box or even blaster.

I love the idea of ball parks and HOF cards. Switzr1 touched on my thought, logos. I wasn't thinking about colleges, but that would work (although with colleges I'd be more interested in the mascots). I'd love a set of all the different MLB/ NFL/ NHL/ NBA logos. Including, of course the old, nonexistent teams.

I would love more extensive college sets. I would even like to have sets featuring Division 2 and lower schools. Maybe NCAA could make a set featuring all the bowl games each year since there are so many. Feature a school on each card and show their record and such and a recap of the game.
I could go for a WWE Hall of Fame set. I would actually like a set featuring people in the PWI Hall of Fame of Cauliflower Alley Hall of Fame. There is a wrestling website that makes a new card every month you can buy that features indy wrestlers (reminds me, I should see about adding a checklist).
The game show hosts idea is cool too. I mean how many chances do we get to showcase Wink Martindale cards (I know some exist though).

A mascots set would be a must have card set for me. Not just college mascots, but just sports mascots in general. Would love to see a HOF set for the WWE, but I don't think there would be very many cards as they don't have a lot of inductees right now, but combine them with the PWI HOF and you could have a pretty big set. Game show hosts what a novel idea. That would be an interesting A&G subset for sure. The vehicles of the military and not just the ships would be totally cool. Not a huge college guy, but still a set based on college teams and their players who made it Pro could be cool.

I'm all in for the Doctor Who set. Please include special Clara Osward and/or Amy Pond insert sets, and wouldn't a Dalek chrome refractor look cool?.
From a baseball standpoinI I'd like to see a true vintage set. In other words, pick an older year (say from the 30's or 40's) and create a set of vintage looking cards featuring only players from that year. I really like the Topps Heritage sets, but they miss the mark by featuring the same current players that are in every other set. I don't need a half dozen different Darwin Barney's every year. The heritage set should feature older player from one specific year - and don't just focus on the stars. Every card set usually features Mickey Mantles or Joe Dimaggio's or Babe Ruth'. Give me a set where I can get cards for guys I haven't seen a million times already.

While it wouldn't be very popular, I'd love to see someone issue a series of "missing" minor league sets for years that teams just didn't have one, using the appropriate designs for the time (i.e. TCMA, Chong, Cramer, etc., not Topps designs). There were a lot of teams in the 1980s that had no sets in certain years, which in some cases meant some players just never had a baseball card. It would likely be a huge research project just to track down photos of all the players, but it could end up as something like a 1970s-1980s version of the Conlon Collection. The set could also have inserts for the various league All-Star teams, since there were almost zero minor league All-Star sets before 1985 (1975 excluded).
I would also like to see a more inclusive World Baseball Classic set, something on the level of the World Cup sets that are issued where every participating country is represented. I'm tired of seeing WBC sets that are so MLB/NPB dominated. Give the starting 9 for every team a card! Heck, let Panini do it and make it a sticker set!
I'd also like to see winter league sets for the Dominican Republic and Mexico, as well as yearly Arizona Fall League sets. But no parallels or shiny crap, just make them regular cards, no fancier than your average minor league set from Choice or Grandstand. Make them affordable and collectible, not the usual minefields of gimmickry.

Hmm lets see looks like most of your suggestions are "best of" or complete catalogs of. So
2. Lingerie Football League - TAKE MY MONEY NOW!!!!! :)
3. The Hall Of Fame Collection - A card for all inducted members of the Hall of Fame for that sport. This has been done from time to time probably the 1970s was the last time it was done well. Lately each sport just keeps using the top HOFers for their sport and has been overdoing them.
4. Video Game Cards- I haven't been into video games much since the late 1990s so I would pass.
5. Ships of the Navy - There should be two sets one of the current fleet with a sub-set of ships under construction. Then a second set of all ships.
6. Doctor Who 50th Anniversary - Wait this is the one where you TAKE MY MONEY NOW!
9. 40th Anniversary Dungeon and Dragons. Could be cool if done right, they probably wouldn't though and would probably only skim the pre-Advanced Dungeon and Dragon years of 1975-82 or so.
10. A Celebration of Movies - They sort of had one of these with vintage classic movie posters...
I like what Rittenhouse has been doing with television shows, but I don't like when they short print the BASE set. Example: Warehouse 13 Seasons 2-4 (pt 1) for each of those sets they limited it to / 250 I still need to find Season 2 and pull the trigger on one of the Season 4 sets I've been bay-watching.

Now that I think of it, I'd also like to see a set for players who left MLB and had success overseas. Even if it were just a yearly insert set of the top 10 MLB exports, it would be great for the MLB audience to know that Randy Bass won two triple crowns in Japan, Felix Jose was the oldest person to hit a HR in Korea, Matt Murton broke the single season hit record in Japan, Wladimir Balentien broke the single season HR record in Japan or just how Manny Ramirez helped boost flagging attendance in the CPBL with the EDA Rhinos.

To expand on the Navy ships theme, being a history buff I'd like to see cards encompassing more military history. I'd be the first in line to pick up packs/sets of Civil War cards or WWII cards. Cards featuring personalities, weapons, battles, etc. from either of those themes could be interesting and informative as well. In fact one of the first cards in the Civil War series could be for Abner Doubleday, the "inventor" of baseball. Plus, some of the cards form a WWII set could feature cards of ballplayers who served, such as Ted Williams, Moe Berg, etc.
