I don't pretend to be a Cub's expert, but a quick image search verifies your identification as correct. That is indeed James "Ripper" Collins. As a member of the Gashouse Gang Cardinals teams, Collins had a breakout season in 1934 with 35 home runs (a league-leading total). Collins is the only first baseman to have twice recorded no putouts in a nine-inning game – once for the Cardinals in 1935, and again for the Cubs in 1937. He was a member of the Cubs for the 1937 and 38 seasons and was one of the Cubs coaches from their failed college of coaches experiment. Here's a link to his SABR bio.
