I'd probably leave most of the pre-1940 sets where they are, it's the more recent stuff that needs the bigger cleanup. In any case, I'd make a distinction between "premiums" which were included with other products to help boost sales vs promos which were typically given away to advertise a card set.

still in Oddball.
can Store issues
(KMart, KayBee,
Woolworth ) be
lumped in with
food ?

At the moment, I think only the Admin can move sets at the top level, but whomever uploads a checklist has control over which category it goes into initially.

Here's a question for the class: collegiate summer leagues like the Northwoods League or the Alaska Baseball League; should those be categorized as College sets or Minor League sets? It's sort of an odd gray area. The players aren't getting paid, yet they aren't actually representing their schools when playing in these leagues. For the time being, I've just been lumping them all into the Minor League category.

I would go with Minor League. Even though the players still have college eligibility, they aren't college teams at all. In fact, teams have restrictions on how many players from the same school can be on the team. And if I remember right, the college coaches are forbidden to interact with the summer league coaches and the players during summer league season. I love the collegiate wood-bat leagues, and go to games all the time!

Definitely not college. But without a salary, not a minor league eam either. Minors, I know do not have to be affiliated with an Major leageu team. Amateur league perhaps?

Replacement question: Where should the 2014 Leaf Memories 1992 Buyback cards be listed? The #/1 & #/5 base cards were included with Leaf Best of Baseball which, aside from the buybacks, is a 100% repack product of graded cards. The various 2104 Leaf Memories Buyback autos were scattered across Valiant and Metal, but with no documentation on what cards were packed with which product.

My personal opinion would be to put them as an insert with whichever (Valiant or Metal) came out first, and put a comment under the other set explaining where they are. I wonder if it is possible to put a comment that includes a link to the set. Of course, nobody may agree my opinion, but it seemed to be an open question.
