Where is the option to this, I can't seem to find it?

If you scroll down the home page to where there are the four most recently updated lists showing, there is a clickable link in the lower right of that segment that says "Create a List".

I can create lists, just can't find how to add cards to them.

Ah, I apologize for my misunderstanding.

Once you have the list created, you'll want to go into your collection and find the card(s) you want to add. As you scroll down on the cards page, you will see an option underneath the "Add to collection" section that shows your list(s), with a clickable "Add to list" link to the right.

I have A Collection box, a Comments box, then a bunch of ebay links, nothing on any of my pages for that.

I believe that the lists have to be closed in order to add cards to them.  If you close the list you want to add cards to, then navigate to a card page, the list option should show up then.
