It's not a card per se, but a sweepstakes game piece. It should be listed under the 1999 Upper Deck Victory as an insert, but it is not as of yet http://www.tradingcarddb.com/Inserts.cfm/sid/9024/1999-00-Upper-Deck-Victory. Anyone out there know if this was the only game piece or were there different game pieces inserted in the packs.
