I just got this card and it isn't listed under Blair Bush or the 1989 PS FB set. Is this a promo card and if so, should it be added as an insert?

Yes, it was one of the promo cards. There were five 1989 Pro Set promo cards.  #445 Thomas Sanders, #455 Blair Bush, #463 James Lofton, #1989 Santa Claus, and NNO Super Bowl XXIV.  The Bush and Lofton cards were replaced by Dickerson and Townsend in the set (Series 2). The Sanders card was included in the set as #446.

The database only has the Santa Claus promo listed.

From what I remember reading they were accidentally given out at a Chicago show, will read my Pro Set book later to confirm as it is mentioned there ( one with Cinderella inserts)

Yes, the players cards were handed out at the San Francisco and Chicago shows. The Santa Claus card was given to hobby dealers and press, and NFL reps. The Super Bowl card was given out at the Super Bowl card show.

righton C2Cigars, nice find if you can get all 3, need to start looking for myself but they normally show up for around $40 - $50 on ebay each

I added the Promo cards to the 1989 Pro Set checklist.  Santa was already there.  Please upload your scan of Blair Bush.  Nice find!  Thanks for sharing it and the story about the promos.  I wasn't aware there were more than the Santa card for Promos.
