 Does anybody know what card set this is from?

 I suspect it might be a knockoff of the 1986 Time Out Sports Memphis Chicks card which featured the same design but a different photo.  The legit version was more of a portrait photo in the dugout (Bo wearing the Chicks home jersey, matching the rest of the set).  Unfortunately, from evidence on Google Images, it appears PSA would just grade anything (which I think we all already knew).

Here is the official word on this card from the 2010 Standard Catalog of Baseball Cards edited by Don Fluckinger (Krause) on pg. 1228. The book includes a photograph of the card pictured below.

Made to resemble the legitimate Time Out Sports Memphis Chicks team set with a silver border, this unauthorized collector's issue pictures Jackson in a blue away jersey rather than the white home uniform.

Yeah, I have to agree. "Unauthorized" or not, I'm sure a Bo Jackson supercollector would certainly want it in his collection.
