Racing Champions "Promo"?

So I just acquired this card when I bought a collection, and I have no idea what it is. Anyone know what this is? And for those who can't tell from the scan, the red "2nd" part in the top middle of the card, is actually a metal plate that was affixed to the card.

I think someone added the metal plate after the fact, maybe they used the card in some sort of display.

I would need more info to determine what this actually is b/c it doesn't match up with the info that Tom provided. I don't doubt Tom and his knowledge at all, but his example doesn't seem to match the card scanned here. This card is a bit different.

I don't see any difference. Other than the metal plate that someone attached to it.
