I didn't see it in the database. Searching around the internet it appears that it was an in-store give-away at the Mervyn's department stores. (https://en.wikipedia.org/wiki/Mervyn%27s) It might have been the only card as part of the chain's "rebranding" compaign (adding "California" to the name as described in the wikipedia article I linked). Montana apparently was the spokesperson for the ad campaign. I noticed there are 8 copies of this card on CheckoutMyCards (comc.com) that range from $2.25 to $10.
Not sure how the database would mark this if it truly is a one card one off set. The database usually requires a full set of cards to be added.
