TCMA produced at least two versions of these team sets some of the sets have the color borders like yours and other have just one color in the border. Between around 1980 to about 1987? TCMA  made a ton of these All-Time sets. As I said usually the border color was multi colored like in your post and some had just a white border with one other color. 

Seems to me that there's at least one uncorrected error card there: Bump Wills is considered an "All-Time Great."
