Would like to know everyone's opinion. If the Dodgers win the World Series, does Utley have a chance at the Hall of Fame?

I always liked him when he was with the Phillies. I thought his "slide" in the playoffs a couple years back was beyond dirty and against the rules. The fact that he wound up safe made the whole thing that much worse. Not much a fan anymore.
That said, I actually looked at the stats - the reason most players get in (or not). My benchmark at this point is Dale Murphy. He dominated during the 80s, and he couldn't crack 25% of the vote in his best year. Chase led the league in 2 categories - Runs once and HBP 3 times. Murphy had stuff all over the board. Murphy was MVP 2 times. Chase - zero.
No chance for Chase.

From what I've read he has better stats that 12 other second basemen already in the HOF. But voting is subjective and done by humans with opinions. I'm a believer that the HOF should be more than just stats.

I think “the slide” ruined any chance he had of making it into the Hall of Fame.

No. Just never the dominant second baseman on his time. Zero gold gloves at a position where it's super important. Led the league in almost nothing, ever, as noted above. And the Dodgers winning the World Series would have no effect one way or the other because he's not an important player on the team. And baseball cares less about championships for HOFers than other sports. Ask most of the pre-2016 Cubs, for example. Utley was very good. But not HOF.
