I can't say for certain, but that sounds about right. I have a memorabilia card of his from his first stint with the Chargers, and I don't remember having any of his other cards. A lot of NFL players get first and second year cards and then nothing. He was a career backup quarterback and since Topps never made massive NFL sets (I think usually 450 cards) with about 1/3rd to a half dedicated to rookies, and the rest to the major stars, there isn't a lot of room for other players to get yearly cards.
I collect Chase Daniel cards, and despite being in the league since 2009, I don't think he's had a card since 2011. He has served as a backup for 3 or 4 teams yet never got a card beyond his second year. There is a chance that some players got cards issued in team sets or something that just haven't been added to the site though.
