I've got a few mysteries involving this and the 1996 set ( http://www.tradingcarddb.com/ViewSet.cfm/sid/112819/1996-ENOR-Pro-Football-Hall-of-Fame ).
I've got most of the 1991 set, and some of the 1995 and 1996 sets. The 1995 cards in the checklist are numbered, and I have some of those, however I also have two (Mel Renfro and Michael Haynes) that have the purple box where a number goes, but NO number inside. Then in the 1996 cards, in addition to one in the checklist, I also have Michael Haynes (similar to the rest of the 1996, no number and no purple box).
Yes, that's Michael Haynes both in a 1995 and a 1996 version (and they say elected hall of fame 1995 on one and 1996 on the other). Also of note is the Mel Renfro 1995 version I have is in the 1996 set, but again, my version has not only the copyright 1995, but also lists him as elected in 1995.
So... if the checklists are simply incomplete, does anybody know where to find an actual complete version? I have googled for these without success.

ENOR re-issued its 1991 Pro Football Hall of Fame set as a factory-set in 1995. The 1995 release contains the first 159-cards from the 1991 set in original form plus 21 new cards including a new checklist 4. The new cards carry a 1995 copyright date, while the first 159-cards are dated 1991.
Since Mike Haynes was elected in 1997, and without seeing any scans of your cards, my best guess is a custom fantasy card. Same for Mel Renfro, without seeing scans, possible custom fantasy cards.

Someday my cards may double in value and then be worth half of what I paid for them.

Well, here's the 96 Mike Haynes:
And the 95 Mel Renfro:
That'd be awfully impressive if they were just somebody's creation. Like, even the odd details of the texture between my 95 and 96 cards (96 back feels like its front, 95 feels different) are followed with these, and the slightly faded look of the 95 backs is in the extra 95 cards as well (though I realize this second point may be a result of the first).
(urls if you want bigger versions... 1 2 3 4 )

Very strange. Both of these guys were elected and inducted the year after the date on the scans. Maybe they printed up some cards of eligible players ahead of time, released the cards when they finally got elected, and didn't bother to adjust the dates. Kind of like what C2cigars suggested, but actually done by the manufacturer.

I'm going to reevaluate how I collect after the new year. It's just getting way too expensive for the new stuff. Sometimes I just want to buy a pack, not a whole box or even blaster.

Hmm, that seems possible. Too bad this site wasn't around 20 years ago to have a better idea hehe.

Good theory switzr1. Maybe ENOR made up prototypes for all players on the ballot and awaited the results each year. Going ahead with those elected and "shelving" those that weren't to await next year's results.

Bump. RayfromTexas, this was one of the previous threads about this set. Not sure if it helps any. This set has come up at least 2 other times in the forums. Of note is that somebody owned, and scanned, some of these cards before the featured players ever appeared on a HOF ballot.

Good memory switzr1. Documentation on these ENOR HOF sets is sketchy.

I just recently came across 5 cards; Rany White, Jackie Smith, Leroy Kelly, Bud Grant, and Tony Dorsett. The issue I am having is they are not numbered and copy righted in 1994 instead of 1995 like this set. the following image is an example. Is there a diffrent set for these being they were in production prior to the set.
