All joking aside, no, I don't believe a grading company would do that.

Yes, these are legit.
BGS sealed these to protect the authenticity. Once they are taken out of that case, we will no longer stand behind them. If you bought them, and wanted them added into card slabs, you would send the sealed case into us. We would open it, and inventory the pieces here for you.
Now as for two sellers selling the same piece, I cannot speak to that. Not sure if they each own one, or not.

Here's the reply I got back from BGS after I sent them a link to the posting.
Hi Sir,
The link that you provided me is something that was done a very long time ago where you could send
in a card and for a fee we could encapsulate the card with a piece of the players jersey. We would
encapsulate the card with the jersey piece and the remaining pieces would be sealed back up in one
of our cases and send it back to the customer with an updated label stating how many jersey pieces
remain. Just like the photo on the listing.
