So when doing a team validation for a set, are we supposed to click "Mark as Verified" after it is complete. For instance, 1997-98 Bowman's Best Basketball only shows a checklist in the team validation list. The Checklist has no team identity, so shouldn't this have been "Marked as Verified". I have seen posts in the forum about this being a touchy issue with people doing it wrong. I want to help out but I also don't want to mess anything up.

That would be correct as you describe it. The validation page should either come up with 0 entries, entries of cards with no team(s) associated (like the aforementioned checklists), or multiple-team cards with each team linked. If the page looks like one of those 3 scenarios, click on the Verify button. If it does not (red boxes where TIDs should exist), leave it alone or add the TIDs properly.

Cards that have no team(s), such as teamless Checklists, should be marked/assigned "No Team" from the dropdown menu.

Even after assigning teamless cards "No Team" in the dropdown, they will display on the Validation page without TIDs. (In case anyone didn't realize this.)

Team ID can be a pain since some products such as Leaf don't have teams assigned, or other products have all star teams, in these cases it is impossible to tell without seeing the physical card, for these I validate the list as I enter them and individual teams can always be added later as people get the cards.
Althought since All Star Team cards usually have players in their All Star uniforms I maintain that it should be entered as a team with a TID, but I have beet shot down in that quest before

If a set is missing team information, please do not validate it. Leave it for when we have all the information. It's better for a set to be left undone than for it to be marked done erroneously.

throw in In the Game (ITG) to the ones without team names, I firmly believe you should add a team if you can see a uniform and can match it or colors.

Yes team colors are a great use for team names, unless the information on the card states otherwise. Admin and others have told me that in the case of no team listed one should read the card as well as that may need to be used in certain circumstances. As in traded, retired, etc.
All star cards .... the team the player played for at the time of the all star game depicted is the team that gets assigned (as per Admin) to that card, with "19## All-Star" listed in Note2.

What's really a pain is when you have a retired player and the front and back of the card shows two different teams.
I personally don't think unlicensed cards should be tagged to any team at all. I won't enter them or college cards (which are usually incorrectly tagged to professional teams) into my collection on here so it doesn't mess up the team listing.

marking it validated doesn't prevent anyone from adding teams once they have the card in hand, it is impossible to tell what team a card belongs to from a blank checklist and considering I do hundreds of checklists, I am not going to hunt individual teams, nor am I going to leave a checklist open ended simply because the team isn't listed. It is usually simple to tell by looking at the card and validating it changes nothing
