Whoops. Hit Post before I typed.
I submitted an IR tonight to change the sample image of the 2008-09 Topps Chrome Refractor basketball set. Currently the sample is from the subset portion of the checklist that is autographed rookies. I was always under the impression that "sample images" should not be subsets within the set, and were instead meant to showcase the "base" design (for lack of a better term). It was denied on the grounds that the card was part of the set, despite being autographed.
Is my original understanding no longer the case? The FAQ no longer seems to address this, and perhaps it has changed because I've certainly seen more and more examples of this. Any info for moving forward would be helpful. Thanks all.

You are correct. The Sample image should not be a subset or title or checklist card.

I agree with you Jason and Chuck. While it's not the case for this specific set, I do sometimes add Sample Images of subset cards for rare sets just so that there is one. If a printing plate set has only one card with scans and is many years old, it's time to just get a sample card added. But I'd never add an AU'd card as a Sample for a set that wasn't completely AU'd.

For NASCAR, that's not as true as it was when I joined here Billy. I've made sure to scatter the drivers featured as the Sample card since I earned the permission to pick them. I collect 16 drivers and I still don't just pick a card of one of those 16 drivers. I do avoid low-quality scans or ones I think are mocks or pictures, but I pick whatever card I think looks like the best scan and I pick a main base design when I can for the parallels. Unfortunately, the Main Set Samples can only be picked by Admin and it takes a lot of time to get those changed. I do like the somewhat-new feature where the Sample Card changes from one to another for main sets though. That helps eliminate the bias from past uploads. I do agree that it was mostly Dale Earnhardt and Jeff Gordon as the Sample cards when I joined this site in 2014.

I remember submitting several IRs about sample images for NASCAR sets when adding a handful of cards to my collection, because the sample image was a subset card. I also distinctly remember Billy asking in a comment on one to whoever changed it, please don't keep making it the same driver or two, as that had apparently been an issue.
Thanks for the replies. I assume for the newer sets, Admin sets which cards rotate through the sample, and there is mention of the criteria in the FAQ. For now, I'll just try another IR and maybe get this one changed.

Base set not subsets etc, gets my vote.
Getting and keeping all guidelines correct and up-to-date would be more important to me. Too many questions and listings about the "what and what not", so clarification is really key to me.
