looks like 1932 orbit gum pins. There was a numbered set and a unnumbered set Edited on: Apr 15, 2018 - 7:36AM

That's what they are, Orbit Gum pins. One set was #'ed but not all numbers were present (53 pins but #'ed as high as 120). Another set was not #'ed (60 pins). The # should be under the yellow banner. They are also known as sets PR2 and PR3.
