That is the 1995 Hi-Tech Brickyard 400 Tin Set. It contains the Gold Foil version of the base set cards, one of each of the Top Ten cards with a random assortment of the different backgrounds; Circles, Dots, and Stars, and the gold Jeff Gordon card.
With a population of 10,000, this set is pretty common as far as racing collectibles go. There's usually several to choose from on eBay at any given time. I don't remember the last time I saw one sell for more than $10. The shipping cost is usually higher than the sale price on this set.
Also, this set often suffers from a common problem with cards from that time. If it has sat unopened for all this time, there is a good chance that the cards are stuck together inside the shrink wrap.
