If you go to the checklist tab, and scroll down:
Printing Plate Autographs Set Checklist
339 cards. 4 one-of-one versions for each. Plates come from other products. (highlighted by me)
*Although the checklist only listed autographed plates, there are even more unsigned versions.*
Therefore, this "Classics" plate belongs in the "Plates and Patches" product, not in the "Classics" product as it was NOT released in the Classics product.

Panini never publishes a correct checklist. (Or at least it seems that way. Ask SDC what I always say about Panini.)
There is a spreadsheet on cardboard connection's site (just after the Plates list). If you notice, the checklist shows multiple numbers for the same player, same plate - which cannot be. All 4 of Tim Brown's plates from the Classics would be #19. (There should probably be 4 sets, Black, Cyan, Magenta, Yellow, for the "Classics" plates in the P&P product. The only question is did they actually release the entire run of "Classics" or was it only certain players? And this is where it gets complicated - and why I don't attempt these checklists!) Because of products like this and their terrible checklists (where they show numbers only on the checklist then the cards are numbered with letters only), I despise Panini.

i totally agree about many choice words on Panini.. *BUT* i think for consistancy and ease- the plates should follow suit within the Classics set under Record Breakers- and secondly because its not physicaly written in black/white under the Plates/patches sets. Beckett may not always be the correct reference on some items, but i think they got it right on this one.
If i was pull a regular Classics Record Breaker card lets say #1 Cam Newton where would i go to that card on a CL? Answer: to the 2017 Panini Classics set... so if i was to pull a Plate of #1 Cam Newton- where would i go? Answer- hopefully to the 2017 Panini Classic set.
I understand this makes it a little more difficult unlike that Hershel Walker card from a few days where it was physically listed on an update set- this isn't listed on an update set.

Even though it is a Classics record breaker, I would go to Plates & Patches to find it because that is what it says on the back.

This sounds a lot like "Buyback" cards.

We list the Buybacks in the product the stamped item was issued in. We don't go back to 1974 Topps and list the buybacks there.

Here is a box break of the 2017 Panini Plates & Patches. https://www.youtube.com/watch?v=z_Yf2vMrxuQ They pulled a Printing Plate of Jake Butt from a 2017 Donruss Elite insert set and a Printing Plate of La'Veon Bell from a 2017 Prestige insert set. On the back of the plates pulled, it does say 2017 Elite Football and 2017 Prestige Football. Even though it says those sets on the back of the card, it was pulled from a Plates & Patches box.
