Base card. The cover was originally on both sides. It can be removed from the back, the concept is essentially a knockoff of Mystery Finest.

Shaq does have an actual "base" card #22. The serial-numbered cards were covered on both sides with those sparkly cover sheets. The "mystery" was that they could be one of the Red "Star" subset cards (like you have) or a Blue serial-numbered "Rookie", or maybe even a 1/1 "Masterpiece". They did the same thing with their football release.
