Not an expert on baseball cards, but the Jeter card in the middle looks like the 2007 Topps set to me...they used basically the same design IIRC for football and baseball...

These have been discussed before - they won't be added here.
This would be the equivalent of inserting a card into a plaque and then calling it a new release.
As far year of release, the card is 2007 Topps. What the extra stuff is, who knows.

It's in a frame. I think the card has not been trimmed.

Look at the 4 dots in each corner. There should be some black between those dots and the edge of the card.
Doesn't really matter for the discussion of weather this card belongs here or not, just something I noticed.

And if the card is behind the frame, those edges would be obscured.
