Why is this card not listed on the 1991 fleet error list

If you're talking the birthdate, it's what he reported when coming into the league. All the companies did not make an error. That was the info provided. We're not going to go back an revise history and call these errors (uncorrected in all cases).

How can it be possible that a 1990 topps has his birthday correct but a 1991 fleet has it wrong. Please explain?

Two different card companies. It depends where and when each company got it's information from; MLB records, team records, public records, the player's agent, the player.
