Anybody have any idea what this card is? I consider myself fairly versed on Topps Variation cards, but I have never seen or heard of this one:

I'm curious if there are more than just the Milledge card with the blue border, or if this was just some odd promo, or what. I'm pretty sure the WalMart blue border cards hadn't yet started. Thanks in advance.
