I live in NC and have had no issues with mail being delivered. BUT, I do know that several of the PO's along the southeastern coast of NC and north-coastal SC are shut down b/c of impassable roads. No matter if the offices suffered any damage or not, deliveries aren't being made b/c of the flooding and road closures. A lot of mail shipped to those areas is being held at the closest sort facilities until the area is safe for postal carriers to get into the affected areas. There are still a lot of power outages where Florence made landfall too. So anyone receiving mail may not be able to report that they got packages and postal workers may not be able to get scanned packages processed through the system.
As for all of the other packaging services: with I-95 shut down in many areas and I-40 into Wilmington shut down for flooding and roadway damage, those companies can't get their trucks into those areas either. Shipping delays only mean that the packages/envelopes are sitting in a sort facility somewhere waiting until they can actually be delivered. Another BUT... some houses will not be occupied for many months and some houses don't have a mailbox anymore because it got taken away by the floodwaters. You'll all just have to patient with shipments to/from anyone in that area of the country.
