No, it's not. There is a two-state logo, but it isn't on the helmets (usually). The helmets almost always have just the Panther head on them. The main local slogan of the Panthers is "One Team...Two States". It's the main reason why they are called the CAROLINA Panthers instead of the Charlotte Panthers. They play in Charlotte, NC but their off-season work-outs and pre-season practices are all held at Wofford College in SC. Outside of the Carolinas, we're only known for the "Keep Pounding" slogan. The Panthers have also started having pre-season work-outs/scrimmages against other NFL teams at Wofford College. They did it with the Bills this year a couple of days before the pre-season game.
I think it's nice that you caught the fact that SC is also in a logo. But they have always been part of the larger logo. The Panthers have 3 main logos. One is the type-face Carolina Panthers text logo, the next is the Panther head itself and the 3rd is the dual-state under a Panther head. Actually, there was a 4th one for a while. It was kind of a shadow OR highlight panther logo. It was only the eyes, nose, whiskers and teeth of the original Panther logo. I have several examples hanging around me, usually white for the aforementioned parts of the panther on a black background. But there are other variations too.
But the Panther head has been the helmet design for almost every game in the 25-year history of the team.
