So it seems that after a few weeks Timmies are running out of packs. This is largely due to bulk purchase, should they have had a one per customer/visit rule?

Probably not one, but definitely some limit to stop the hoarders/people walking in and buying 200 packs to resell. Were they expecting the promo to last all season?  Definitely a resounding success, except the whole running out thing. Better to leave people wanting more, I guess. 

I heard dealers comparing at a card show last weekend how many boxes of 100 they each bought at $2 per pack without beverage. They were saying how easy money it was on ebay.

Yeah, I probably would have limited them.

Almost everywhere I visit now in my area is out of packs of cards. It would be extremely hard to enforce that one pack per policy, because I think that would create a bigger problem with the average collector, but still they should have enforced a maximum card policy as well to end rampant hoarding.
