A lot of times, mini versions of cards that are blank backed are from the boxes (carefully cut). I have some David Robinsons from who knows what year (I don't really do basketball - got them in a collection acquisition). They're obviously cut from the box.

I checked it's size against the unopened boxes of fleer I have and it's still too small. That is not to say it's not from a different source such as an ad display, rack box, etc, but I still wish I knew. The thickness is consistent with the Skybox mini's from the same year.
