Why is Joe Gibbs listed on all the different NFL teams in this set?

I did a quick Google search. It looks like to me that this insert set is cards that were packaged with 1:64 scale diecast cars, all of the #18, Interstate Batteries, but there was a card for each NFL team. For examples, look at this two eBay links: here and here.

Some of the teams have been removed on this sites checklist. I did see the logo on top of card and Joe Gibbs holding that team's helmet. Because of this set, Joe Gibbs appears on most NFL teams hall of famers list on this site.

I'm not sure that linking each of these cards to the team whose helmet is pictured is appropriate.
I'm thinking that they should all have team association to Joe Gibbs Racing, with the name of the team on the helmet listed in Note2.

Sorry, I just noticed this thread on the Overview page after I added the scan of the Browns card to the checklist.
I can understand that you might think that all the cards should have the team association to Joe Gibbs Racing, and have the NFL teams listed in Note2, but then it wouldn't be intuitive to someone looking at just the checklist. All they would see is that all 28 cards are Joe Gibbs - Joe Gibbs Racing. They would have to click further to figure out what each card is.
It is an NFL related set for 1992 Racing Champions, so I think they should be listed by the NFL teams, and as you can see with the Browns card, the team logo is in the top left of the card, Gibbs is holding the helmet, and the back is about the NFL team.
From looking at the Browns package that I bought, the given team's helmet is also on the hood of the Dale Jarrett #18 car included in the package. I could see all 28 cards being associated to their NFL team, and also being linked to Joe Gibbs Racing for each NFL team's #18 car.

It's not just the helmet. The teams' name is front and center on the front of the cards. And the backs are all about the NFL teams. I'd say the NFL teams are the proper listing.

Yes, now that I see a scan I agree. Sorry, but I don't remember exactly what I was thinking when I wrote that two years ago. I was probably thinking of this set.
