Played 19 seasons of professional Baseball.
None of it in the Major Leagues.


2. 1955 Bowman #216 Preacher Roe


Traded from Dodgers to Orioles on December 13, 1954.
Retired before Spring Training.


3. 1955 Bowman #241 Johnny Pesky


Singed as a Free Agent with the Baltimore Orioles on December 21, 1954.
Released on April 10, 1955, before Opening Day.
Spent the 1955 season Coaching in the Yankees Organization.


4. 1957 Topps #218 Ray Jablonski


Acquired in a trade with the Reds on November 13, 1956.
Traded to the Giants on April 16, 1957.


5. 1959 Topps #379 Bob Miller


Sent to the Cardinals by the Phillies as part of a conditional deal on February 4, 1959.
Returned to the Cardinals in April of 1959.


6. 1959 Topps #431 Whammy Douglas


Traded to Red by the Pirates on January 30, 1959.
Never pitched in professional Baseball after 1957.


7. 1960 Topps #144 Al Stieglitz


Never played in the Major Leagues


8. 1960 Topps #228 Ernie Johnson


Signed by the Indians in the 1959-60 off-season.
Released an April 12, 1960.


9. 1961 Topps #174 Ray Semproch


Drafted by the Senators from the Dodgers in the 1960 rule 5 draft on November 28,1960.
Sold to the Angels on April 7, 1961.


10. 1961 Topps #246 Bob Davis


Drafted by the Senators in the 1960 expasion draft on December, 14, 1960.
Sold to the Angels the same day.
Appeared in his last Major or Minor League game the previous October 1st.

Don't know if you're looking to expand beyond baseball, but there's always Ernie Davis (https://www.tcdb.com/ViewCard.cfm/sid/3208/cid/807516/1962-Topps-36-Ernie-Davis)

Heisman Trophy winner drafted #1 overall by the Washington Redskins in 1962, he was immediately traded to the Cleveland Browns for future HoF Bobby Mitchell and Leroy Jackson (drafted #11 overall in 1962). He was then diagnosed with Leukemia, and coach Paul Brown refused to take the risk of letting him play, Davis never played a down in an NFL game. The Browns still retired his #45 jersey.

1971 John Matias #546 never played for the Royals and 1971 Don O'Riley #679 never played for the White Sox.  They were part of the same trade.

The Orioles drafted Larry Miller in the 1968 Rule V Draft.  I don't know if he went to spring training with them or what happened from there.  But he was there property at some point.

Baseball Reference does have him being drafted by the Orioles in the 1968 Rule V draft but I can't find any record of him ever pitching in their organization. 

But now it gets even stranger. His obituary says he moved to Phoenix and retired after the 1967 season.

Baseball Reference has him pitching for the Giants Triple AA team in Phoenix in '68 & '69.

Turns out Miller did go to Spring Training with the Orioles in 1968.  They cut him in early April, then optioned him back to Phoenix, who they had drafted him from.

Does Jose Canseco's 2002 Topps card count? Was with Expos that spring but called it a day before the season started. Is this for players who literally never had an opportunity to even don the jersey?

I have a feeling covid may add a few instances of this for the 2020 set

Roy Foster (1972) never played with the Rangers, except in spring training.

I picked up on Foster when I was looking up Mudcat Grant.  There's a 1972 team-issued photo of Grant on this site in a Cleveland uniform.  I thought he was done after 1971 ... I didn't know until now that he went to the Indians training camp in 1972.  He was in the last cut on April 5.  They offered him a contract to pitch at Portland (AAA), but he chose to retire instead.  Apparently it was a short retirement as he ended being the closer for the Iowa Oaks (AAA) ... I assume he was hoping to get called up by the Oakland A's later in the season, but it never happened.

The 1979 OPC Bob Robertson card lists him with Kansas City, but he never played for them.  The Sports Transaction DB says the Royals cut him in early April of '79.

I have stumbled into another, great, one. Topps anticipated that Angel Scull would break the color barrier for the Washington Senators/Nationals in 1954, so they made a card for him that year. He never made it to the "majors."

In February 2002, Jose Canseco signed with the Expos, but was released basically a month later in March. 
 

He didn't actually retire though, as he signed again with the White Sox and played some games in the minors that year before being released.

A bit of a different case that everyone else, but it seems uncommon for a player on this sort of card. Scott McGregor never played a game in the majors for the Yankees
