According to seller "RFM Sports Cards" on sportscarddirect.com, these cards were promotional items given away at NADA conventions by Household Auto Finance. Quote from an auction listing by the aforementioned seller:

"BACK IN 2001 I WAS AN EVP FOR HOUSEHOLD AUTO FINANCE AND RERTAINED MARTIN, ANDRETTI AND MATT KENNSETH TO APPEAR AT THE NADA (NATIONAL AUTO DEALER ASSOCIATION) ANNUAL CONVENTION HELD IN NEW ORLEANS. I CONTRACTED WITH SUPERSHOTS TO MAKE THESE TIRE CARDS WHICH WE GAVE AWAY AT THE CONVENTION."
