In 1985 the Topps Co. commissioned O-Pee-Chee, its Canadian branch, to make a test mini set, like the 1975 Topps Mini. About 130 sheets got out of the factory by an employee, 10 blank back proof sheets in vanilla bean stock, as well as 5 proof sheets in tan card stock. Each sheet contained 132 different cards, the quality can range from poor to mint depending on what sheet it came from. The sheets were eventually cut up and sold into the marketplace. This set has now become one of the rarest Topps sets ever produced, with less than 100 of each card known today. And 5 to 10 of each in blank back proof.
