I’m sure those who have this set have figured it out, but I just got 99% of one (loose) and while I early on figured out these are designed to go in pages, there’s a specific way to do it I only found out after I finished all 33 pages. They are double sided and meant to be read (somewhat) as a comic, so start with card 1 in the bottom left of the page, bottom edge of the picture facing right. Card 2 centre left, 3 top left. Card 4 bottom centre, 5 dead centre, 6 top centre. Card 7 bottom right, 8 centre right, 9 top right. Repeat pattern. Turn the binder to the side and flip the pages from bottom up, reading the rows left to right. Maybe this will save another person from having to redo all the pages like me lol.

OMG! I completely forgot about this set! I remember having some of these cards as a child, too bad I lost them/threw them away!
