Question about CFL cards

Recently I made a spreadsheet of HOFer rookie cards for myself. When I got to the CFL cards, I noticed that on this website the Topps & OPC sets don't have any mention of rookie cards in the glossary. Is there any specific reason that they don't list rookie cards (at least for the players who don't have any NFL/AFL cards)?

RC's must come from a "Major Release". Topps and OPC CFL do not qualify.
