Topps has had the MLB exclusive license since 2010. I think the last deal they made extended the exclusive contract to 2021. Panini has the MLBPA and Cooperstown licenses. That allows them to make cards of all players in those 2 organizations, but they can't use MLB team logos or names. That's why Panini MLB cards say the city, but not the moniker/mascot. Upper Deck still made sets in 2010 b/c they had the MLBPA license, but weren't allowed to use the logos or team names either.
