The Pete Rose card that was chosen to represent this set really needs to be cropped or replaced totally by another card. Is that a job for admin?

Yes, Any images that are that poor (that would get rejected so quick if it was being reviewed in the queue need to be reported to be removed, and a report regarding the use of such card as the sample should be submitted as well to get a good scan used.
