General rule of thumb is that the factory sets are issued at the end of the year and include corrections. But not all hold true to this...and I've also purchased factory sets that came with duplicates and missing cards as well.

I posed this question with my 1989 upper deck set. I opened my 91 factory set and discovered both variations of the high number Nolan ryan card, but only the earlier versions of the rest of the variation cards.As for the 89 set, it's been unopened this long,it's similar to unopened packs, good for resale value, otherwise they may as well be opened.
