Yes, this is very close to one of the things I was thinking of. I have cards from three Toy Biz figures but from a different wave/series than that listed. In fact, I've just 'almost' discovered what I have but need help on what to do with them.
I have three cards and just found the 'same' cards in the 1990 Impel Marvel Universe series base set:

There are two differences between these and mine. On my cards:
1: The backs are not numbered in a Marvel box, they just have the character name centered.
2. In place of the 'Did You Know:' Fact box, there is the following text: Look for Marvel Universe Series II Trading Cards. Available June 1991.
From what I've learned in my time here, I would suggest that this is a promo insert series, in that they came included with toys and were available separate from card packs. However, none of the cards listed have images so I can't compare to verify, nor are my cards listed in the insert set. The insert set has various numbers so it is possible that the ones listed are the only numbers known about so far, and that mine could be listed now as new cards in the set, to which I could then add the pics to.
It would appear that I have permission to Submit an Insert or Promo Card but I'm not sure what info to put into the five fields. For example, with my card #10 Wolverine analog, is this the correct type of info:
CardNum: NNO (I understand this)
Name: Wolverine (The character name here I'm guessing?)
Note: Included with a 1991 Toy Biz Uncanny X-Men Wolverine action figure (Something like this?)
Note2: 'Special Edition Marvel Universe Trading Card Enclosed' advertised on the package front (Something like this?)
Type: Insert/Promo/Proof are my choices. Promo probably?
I could probably enter and submit this, but not having seen an example of this process before, I don't want to create something that someone will reject as incorrect. I'd rather have someone tell me if I'm on the right track first.
Then I guess after the card is submitted, it is added to the Promo insert set, and that's when I can upload the front and back pics (which I've already been doing).
I wanted to upload pics here to show but someone said I need a third party host and I don't have that.
Thanks for any help provided. This may be a specific example and one that not many collectors are interested in, but it does represent a concept that other members could learn from and perhaps may apply in other trading card areas one day.

Not a true card collector, but at times have collected cards in an ancillary manner to other interests.
