That is exactly the set I am talking about. I have the Wolverine, Archangel, and Apocalypse cards. The advertisement confirms it was just nine cards with those figures, and I can confirm that that was the initial series. Any more figures they created came about with different packaging art etc. throughout the Toy Biz years, and would thus be different sets, if they included cards as well (I know I bought figures from later years/waves and I don't have cards so I think this was just the initial series).
I forget now but it probably was a tie-in to the new launch of the X-Men comic, (new figure line, bonus promo cards to get you interested in trading cards as well) so I just checked my copy of issue #1, but the ad was not in the issue. (Though I believe there were five versions of issue #1, one being a gatefold of all the other covers, and the ad may have been in the individual cover issues. I feel like I would have seen it back then. I only have the gatefold cover which may have been ad free as a bonus to the higher price. I sold nearly all my X-Men comics but kept a few issues, but this is getting off topic now.)
It would seem now that a new Promo insert set could be created, one for each figure.
Other than perhaps the UPC Proof of Purchase code being different per figure (and I don't know), there is no numbering to the figures on the packaging. So perhaps alphabetical could be the simplest order to list? Or perhaps the order displayed on the back of the packaging?

Anyway, I think we kind of have an answer for what this set should be. The above set of nine figures as a promo set for the 1990 base set already in the database.

I don't know if this is a complete set of figures or just a first series, but the ad states each of the nine figures comes with a trading card.

They are all one set! Please don't create a different checklist for each one.
The later waves had cards. One of the waves had cards from the X-Men 2 card set, that are identical to the pack issued cards but have a Toy Biz logo on the back. A later wave still had cards from the 1994 Ultra set, but those are absolutely identical to the pack issued cards- other than the tape on them. There is no Toy Biz logo on those
I'm working on the X-Men 2 checklist as well- I have about a half dozen of them, and possibly more somewhere in my storage units. (I collected the line heavily when it was issued). The later two waves appear to be random as the cards don't match the figures- in fact, some of the Ultra cards that I got from the figures are of characters that don't have figures made.

Oh I'm not creating a checklist, I don't know if I could. I'm just trying to solve a puzzle that started with some cards I had and wanted to upload somewhere, wherever they are rightfully supposed to be.
But if I understand you correctly, you are saying later figure waves had cards from an X-Men 2 card set. Well if that was a different base set from the 1990 Impel Marvel Universe set, how could they be considered part of the same set? Wouldn't the cards I have that match the 1990 Impel set be an insert set to them, and the cards you have that match X-Men 2 cards be an insert set for that base set? If they correspond to different base sets aren't they different insert sets?
From my perspective they would be different, but perhaps another way to see it is all under the Toy Biz action figure umbrella and thus one set. But then every so many cards would actually relate back to different base sets, and that doesn't seem right to me. But I'm not coming at this with a 'this is how trading cards work' mentality, so those of you that this is your field of expertise would possibly know better. Remember my signature line? No, based on the info we've pulled together, if I'm suggesting anything, it is that the nine action figures that had cards corresponding to the 1990 Impel Marvel Universe set probably should be created as an additional insert set (one set of nine cards). I have pics of three cards, you may have a fourth (Storm); and I was suggesting an order to the names being listed in a checklist, as being based on the order they are pictured on the action figure packaging backs.

I submitted a request for an insert set to be created under the 1990 Impel Marvel Universe base set. This is the base set that the card fronts and backs match.
Based on what Tom said on page two, I guess it is possible that this could be a 1991 Impel Marvel Universe Insert Set, in that the cards have 1991 by the copyright logo and do contain the text 'Look for Marvel Universe Series II Trading Cards. Available June 1991.'
Which wins out? The set that the entire front and 3/4s of the back images match to (1990), or the copyright logo and 11 words of text near the bottom of the back (1991)? It seems to me that the matching images are promoting the currently available set (1990). If I like these I should seek these trading cards out now. Whereas the copyright and text may be promoting a set to be released in the future. If I like cards like these I should look in the future for the next release. The cards that are available now (1990), we know they got made. But cards in the future (1991)? Perhaps they may never come to fruition. To me it feels more like a promo for what's currently available rather than a future availability.
I guess the only thing to do is if the set gets created for 1990, and I get the checklist created and then upload the pics, it will be up to others to view them and decide if they are with the correct base set, or if they need to be a part of the 1991 base set instead.
If nothing else, if I am wrong about 1990, hopefully it won't be seen as sloppy recklessness on my part, and that I tried to flesh out as accurately as possible what the set is and where the set belongs. But I guess sometimes you just have to create something and look at it to have others determine if it was right or wrong.

The set was created, and I'll be attempting to create the checklist, once I get a handle on the specifics. It's a lot more involved than I expected but I'd like to learn how if I can.
