Alex Bregman from the Astros said he has fully recovered from his surgery. “If a game were tonight he’d be play.” Although he did admit he is still going to rehab just as a precaution. 

I looked into it only because 2019 Topps failed to produce a Bregman for the series 1 set. As he is one of the better players and on the team since he was a first round draft pick I found this unusual. Perhaps Topps has big plans for series 2

I wouldn't read too much into it.  Topps has to save SOME of the stars for Series 2 or their sales will plummet among casual fans/collectors.  There was actually a thread when the checklists first came out a week or two ago complaining that too many of the big names were all in the Series 1 set.
