What happens when a transaction is declined? 

There is one member I've twice offered a transaction to and the item has disappeared  from the proposal section without any notification. 

Should it appear in the "Declined" section? 

Can you delete a transaction that has been offered? 

I did send a message the first time and received no response. This member has completed transactions and 100% positive feedback. Some response would allow me to leave it alone, but now it's a mystery.
