It started a few years ago, Ebay made a change to have the shipping discount set to a predermined amount by sellers. You do have the option of putting items in cart and request a new combined total before making payment. I just email the seller and ask what they will do before requesting as the request total feature says you are locking in to the purchase at the time of iniating.
