It would likely take some effort, but to truly determine what a common is you have to go through each player during that time of baseball and pick out the stars, semi-stars and regular player (common). Stars will be the hall of famers (or guys like Bonds, Clemens, etc) while semi-stars are the ones that stood out during that era but aren't considered one of the greatest. These two types would cost a little to a lot more compared to commons.
I know that it shouldn't be considered the price go-to, but you may want to pick up a Beckett's thick annual guide and look up various sets. You'll see what are considered commons given the price posted.
