FSU player passed away yesterday and he played one season in Buffalo but seems he has no cards,  is this really the case?

I don't see anything under Clarence or Pooh Bear. Looks like you are correct.

Not that surprising as he wasn't drafted IIRC and he wasn't a top Star on his college team either (Dunn/Ward/Sean Jackson/Kanell/E.G.Green/Warrick) all got more press than him so card companies really didn't have incentive to include him in any type of set IMHO

His name was Clarence Williams. 

Regardless the question was did the guy have any cards and it appears the answer is no and I even provided several explinations as to why he didn't 

Just making sure you guys were able to search the correct name. The fans loved to scream Pooooh whenever he touched the call but no there really wasn't a reason to put him on a card. The only thing might be a team card or a local card or an unlicensed promo from someplace around Tallahassee but back then you could get in big trouble producing unlicensed stuff with a player on it. NCAA violations.
