Would this be feasible? To create a binder/collection consiting of only the all-star cards from topps flagship starting with 1982. Are there any years where they didnt make these? 

I can see, for example, that 2017's challenge would be just finding them in the database since they aren't in any sequential order in 17 topps update set.

Can you search by note "AS"

Click on the sets that say "Topps Baseball", then click the "AS" note within that set's Glossary, and it'll give you all the All-Star cards for that set.
