Anyone ever hear of the “Printer” or manufacturer releasing “overruns” of a SN card that are not SN’d?

ie for P70: extra Gold or Rainbow Foil cards that were printed but not stamped with the SN being released. 
 

Specifically regarding 2021 Topps Project 70

I have not. Do you suspect this happened?

  I bought 1 of the John Kruk Rainbow Foil today for the heck of it. I have a couple of the numbered version and wanted to see if there was any difference in the two. I will update when I receive it. I am usually against this sort of thing, but he has these priced really cheap compared to the numbered versions. Not like the Scammer who tricked a bunch of people into buying these:

That is what the Seller told me of how he got them. I could see that being a possibility but the fact they are encased like the SN cards would seem odd to me and if rare why so cheap. 

The Kruk is the one I was looking at. Don’t hoard all the Kruk cards Mark! 😁
