I have called EBay to report a seller. I won two auctions and before I had a chance to pay, the seller canceled the order for both. They sent an email apologizing about canceling the purchases, blaming an employee for not putting a reserve price as asked. The ads however said "No reserve".
I say that's BS, just because you didn't get as much as you hoped or wanted, you shouldn't be able to cancel. It's like a buyer who wins an auction but decides it's too much and doesn't pay. It's not allowed. I couldn't leave feedback, so I called and reported them.
The items were relisted a week or so later and one actually made the reserve price. I had won it two weeks earlier for $11.52.

All the ads, even the "new" listings with a reserve price still say No Reserve in the ad.
